SuttaCentral, which hosts translations of early Buddhist texts, has this lovely feature to change the behavior of the website header:

One of my pet peeves on the web is header bars that can't decide whether they want to hide or not. Part of this is down to my constant fidgeting with the scroll wheel, but jeez, all I want is a website that's as simple as a piece of paper. A webpage doesn't need moving parts! It can just be text!

Anyway, the default setting on SuttaCentral is not the one I prefer, but I'm very happy there's a way to change it. Every website should have this menu. Props to the developers — your work is appreciated! SuttaCentral is a model of excellent web design.
